COVID 19 Dead bodies floating on river Ganga?

Several bodies of suspected Covid19 victims were found floating in the Ganga River.

It is reported that these dead bodies might have floated in from adjoining districts of Uttar Pradesh.

It is said that dead bodies were thrown into the river due high cost of cremation. Who is responsible for this horrible situation?
